On the afternoon of March 12th, in Hanoi, the Center for E-commerce and Digital Technology Development (eComDX), the Department of E-commerce and Digital Economy (Ministry of Industry and Trade), and Trusting Solution Technology Joint Stock Company signed a cooperation agreement to coordinate the implementation of activities supporting the development of a secure electronic contract market in Vietnam.
This event marks an important step in strengthening coordination between state management agencies and technology businesses to improve technical infrastructure, contributing to promoting the development of a secure, transparent, safe, and efficient electronic contract ecosystem.

According to the cooperation agreement, the parties will coordinate to support organizations providing secure electronic contract authentication services (CeCA) in connecting with the National Electronic Contract Development Platform. This enhanced connectivity will contribute to the formation of an interconnected technical infrastructure, creating a foundation for electronic transactions by businesses and citizens to be conducted smoothly and with legal certainty.
During the implementation process, the units will coordinate research and development of digital platform solutions to support the connection of CeCAs with the National Platform. Simultaneously, technical support and business consulting activities will be implemented to help businesses effectively utilize the services on the platform.
In addition, ensuring the stable and continuous operation of the technical infrastructure system is also emphasized, contributing to maintaining the ability to provide smooth service to organizations participating in the ecosystem.

Alongside developing connectivity infrastructure, the parties are also collaborating on research and implementation of several technological solutions to support the electronic contract market.
The cooperation focuses on the development and application of technologies for electronic identification and authentication (eKYC), timestamps, electronic document storage, and solutions supporting transactions in the digital environment. Several solutions to support secure electronic contract signing in international transactions are also being researched to facilitate businesses in their integration and market expansion.
In addition, technological solutions to support online dispute resolution, credit rating in electronic transactions, and payment security are also being researched, contributing to enhancing the reliability of transactions in the digital environment.

Speaking at the ceremony, Mr. Nguyen Huu Tuan, Director of eComDX Center, emphasized that the signing of the cooperation agreement took place at a very significant time when businesses are actively preparing a roadmap to comply with the new regulations in the E-commerce Law No. 122/2025/QH15 and the Draft Decree detailing some provisions of the E-commerce Law.
According to Mr. Tuan, adhering to the technical and legal standards in the Draft Decree is the basis for organizations providing electronic contract authentication services (CeCA) to operate in accordance with legal regulations. This cooperation can be seen as a preparatory step for the parties to fully fulfill their responsibilities as authentication organizations as stipulated in Article 40 of the Draft (the group of regulations on ensuring the confidentiality, integrity, and authenticity of electronic contracts; as well as the responsibility to support state agencies in investigations and periodic reporting).
Mr. Tuan further stated that this collaboration will focus on meeting stringent requirements regarding technical infrastructure and synchronized technological solutions. Specifically, the system will ensure real-time connectivity and data sharing with the Ministry of Industry and Trade's monitoring system, as well as meeting the requirement for secure storage of electronic contract data for at least 10 years from the time of authentication (Article 41 of the draft decree). "This will help businesses overcome difficulties regarding the legal validity of electronic evidence, optimize online transaction processes, and provide complete peace of mind when executing high-value contracts or cross-border transactions in accordance with the spirit of the new E-commerce Law," Mr. Tuan affirmed.
The collaboration between eComDX and Trusting Solution is expected to create new value, supporting businesses in gradually shifting their habits from traditional transactions to a secure digital environment.
In the coming period, the parties will proactively coordinate to put solutions into practice and support users in resolving any technical issues that arise. These efforts will not only help modernize management operations but also contribute to building a safe and reliable e-commerce environment, in line with the sustainable development orientation of the Ministry of Industry and Trade in the coming period.
